Well I've been dating this guy off and on for three years now. And right now he's in the army. And He left for the army about a year ago. Before he left he told me I was his first true love. I as well told him I was his first true love. And yes we talk when he can because I can't contact him or anything but I truely love him and would someday like to marry him. This is going to sound like a dumb question but what did he means that he my first true love if he's out doing things where he's stationed?

Well... if you truely love him - you should have trust in him as, I'm sure, he has trust in you & what you do while he's away.
What do you mean by him being "out doing things where he's stationed"? Is this just idle speculation, your mind "assuming" he's up to something behind your back or is it based on concrete evidence? If, you know for sure he's out doing something he shouldn't then it's pretty safe to conclude that, while you may have at one time been his first love, he no longer loves you.
If, however, you are just guessing - take a step back... how would you feel if he were to start thinking the same of you. When you talk, do you really communicate? I know it sounds odd, but you need to maintain openness & honesty no matter if he's three doors down the road or serving his country on the other side of the World. This is really important; I can only imagine the extra support the ladies & gents out there need from their loyal folks back home...
Perhaps you have self-esteem issues? Maybe you don't feel worthy of being someone's True Love... I don't know. It all depends on whether your accusations are founded, if they are - you ought to think about moving on, if not - you need to believe that he loves you & would never do anything to jeopardise what the two of you have...

Whatever happens, communicate. There shouldn't be anything you hold back in any relationship :)
