Title: what do i do?

i am 18. and this guy is 19. he is my mother's friend's son. i liked him since i was 16. we both liked each other but never told each other. we used to talk on the phone and chat a lot.we had become very good friends but suddenly after 1 year we stopped talking. and then after sometime we met at a vacation with our parents . he didn't talk to me still. we were together for 3 days but no response from his side. and then i got his cell number from his younger brother and asked him the reason for behaving like that.he said he tried to talk to me but i did not respond. it was a misunderstanding so i forgave him. but now whenevr i msg him or call him he either never replies or never responds to my call. and when i ask him why is he doing this he says he is very busy these days for some college work. i don't know what to do? does he really love me now? i love him a lot. but if he expects me to take all the steps to start a relationship i am not ready. to start a relationship both of us need to move one one step ahead. plz help me.
