Title: cant we still be friends?

my boyfriend of a year and a half broke up with me about 5 months ago. right after he broke up with me , he moved far away for 4 months and i diddnt get to see him at all. about 2 months after he moved he competely stopped calling me, and we diddnt talk until he moved back.
after he got back he completely ignored me for 2 weeks until one day i called him to ask what his problem was. he told me he was scared that i would want a reationship again and he diddnt want to be in one and that was why he had been ignoring me. i truly diddnt want a reationship either but he has been back in town for a month and a half now and even though i barely speak to him or see him im starting to fall for him again.
he doesnt return my calls, he doesnt come over when he says he will and he never wants to hang out with me, yet he says hes not over me. hes over the relationship just not me, and hes scared that he will want me back...
i would really like it if we could hang out just as friends but he seems to be to scared to, he thinks we will start going out again if we hang out too much but i dont want to jump back into a relationship with him anytime soon.
how can i get him to realize that we can just be friends without all the drama and fighting our relationship brought on. i cant just act like i dont know him, we went out for a year and a half and i think we can still be friends.

how do i get him to understand that we can still be friends??????
