hey listen, any time unless she is hurting is the right time to say it, especially if it is somewhere romantic, and u dont want to shock her complletely. Just be nice bout it, adn tell her that u love her, adn u really care ofr her, hope that helped l8ter

I made an error in my response. What I meant to say was that if she is ignoring you or shrugging it off when you are saying nice things, you should probably NOT say "I love you". Sorry about that.

A good way to express "I love you" would be first to say things like "you are a really nice person" and "I really like spending time with you". Saying things like that kinda sets up the mood. You should just keep on saying at least 3 nice things. If she smiles cutely or says nice things back, that's when you should say "I love you". If she is getting bored or like ignoring you or kinda just shrugging it off, you probably should say it. As for a place, it should best be just about any quiet place where you 2 can be alone. A bench in the park is almost flawless.

First of all there is no right or wrong place or time to drop the L bomb for the first time...U are just saying how you feel...but if you just want to make it like the most comfortable for you then I think after the movies is great!!!!
