When is the best time to tell someone you like them? I mean, of course you can't just say it any time. And also, how can you prepare yourself?

How about this. WHEN YOU feel ready to ask someone, go for it then and in order to prepare yourself, just talk to them first. That will convice them. Then ask them if there available on a weekend or something and then go for the gold. take them somewhere. enjoy some time with you and him/her. That is how you prepare. Good luck and trust me, take my advise seriously.
